What am I doing wrong with ssh?

This has become an absolute nightmare. I have spent well
over ten hours just trying to logon via ssh.

Here is the output from my latest attempt:

The log says:
sshd: PID 2812: fatal: seteuid nnnnnn: Operation not permitted

I read this page several times:

I even ran cyglsa-config, and rebooted the machine.
