How can I troubleshoot this error: address space is already occupied?

A quick internet search didn't show me anything interesting. Any ideas
on how I can troubleshoot this?

      1 [main] mumps 7644 child_info_fork::abort: address space needed
by 'cygz.dll' (0xB40000) is already occupied
