scrolling through history in cygwin terminal window line gets garbled

Here are the steps I used - note again I am testing this on a pristine virtual
machine:

1. Navigate to "C:\cygwin64" using Windows Explorer

2. Double click "Cygwin.bat"

3. Close Cygwin
4. Navigate to "C:\cygwin64\home\John"
5. Move ".bash_history" to "C:\cygwin64\home\John"

6. Navigate to "C:\cygwin64"
7. Double click "Cygwin.bat"
8. Arrow up

Note I tried this with Cygwin 2.10.0 and 2.11.0.
