Yes, sorry, was my afterthought too.

$ uptime -p
up 17 hours, 35 minutes

$ uptime -s
2017-05-13 01:23:39

$ locale.exe
LANG=ru_RU.UTF-8
LC_CTYPE="ru_RU.UTF-8"
LC_NUMERIC="ru_RU.UTF-8"
LC_TIME="ru_RU.UTF-8"
LC_COLLATE="ru_RU.UTF-8"
LC_MONETARY="ru_RU.UTF-8"
LC_MESSAGES="en_US"
LC_ALL=

$ export LC_NUMERIC=en_US

$ uptime
 19:02:13 up 17:38,  0 users,  load average: 4.00, 4.00, 4.00

Thanks, I can live with it for the time being.
It's not mission-critical.
