two cygwin1.dll files?

I just noticed that I have two cygwin1.dll files.  Do I need both of them?:

 /cygdrive/c/cygwin64/bin/cygwin1.dll

 /cygdrive/c/cygwin64/usr/i686-pc-cygwin/sys-root/usr/bin/cygwin1.dll
