[ANNOUNCEMENT] pkg-config 0.29.1-1

The following packages have been uploaded to the Cygwin distribution:

* pkg-config-0.29.1-1
* mingw64-i686-pkg-config-0.29.1-1
* mingw64-x86_64-pkg-config-0.29.1-1

pkg-config is a script to make putting together all the build flags when 
compiling/linking a lot easier.

This is an update to the latest upstream release.
