PATHEXT is fundamental to Windows and Should be recognised by CYGWIN

Basically I'd agree. In this case any cygwin-prg that should be 
executable by windows would need a symlink to the .exe-version.

Or hook into windows' findfirst/findnext ;)
Would PATHEXT=%PATHEXT%;. be a good idea?
