"texi2dvi.exe" not contained in "texinfo" package version 5.2-3

Greetings,

after a recent Cygwin update I noticed  that "texi2dvi.exe" is not cont-
ained in the  "texinfo" package version 5.2-3  though version  5.2-2 did
contain it.

Is this a bug or is there a reason?
