Permition problem in cygwin

Hi, there
I have installed cygwin64 on my Windows8.1 x64 system. and I found that 
all the files in my home folder have the permition 0574(-rw-rwxr--+), 
even I use "chmod 644" or "chown username *", it still has the permition 
(-rw-rwxr--+).

So, I wonder how to overcome this problem?
