gnupg packaging bug?

In reality, it is by accident that the 32 bit don't have it

The configure allows it:

# libusb allows us to use the integrated CCID smartcard reader driver.
# We don't need it if we don't have card support though.
if test "$card_support" = yes ; then
    GNUPG_CHECK_LIBUSB
fi


So the question is:
- enable for both or disable for both ?
