Problem with cygcheck

This is kind of nonsense.  The api-ms-win-* DLLs are not visible to path
searches.  They are under Windows/System32/Downlevel and not directly
linked against by the executables anyway.  I checked in a patch so that
cygcheck ignores them now.

Please give the latest snapshot from https://cygwin.com/snapshots/
a try.
