hunspell seems to have a problem with UTF-8:

$ hunspell
error: unknown encoding UTF8: using iso88591 as fallback
error: unknown encoding UTF8: using iso88591 as fallback
error: unknown encoding UTF8: using iso88591 as fallback
error: unknown encoding UTF8: using iso88591 as fallback

I have LANG=en_US.UTF-8 in my environment.  If I unset LANG, the error message 
goes away.
