readline behaves differently in R than in bash

it works fine for me.

$ uname -svr
CYGWIN_NT-6.1-WOW 1.7.35(0.287/5/3) 2015-03-04 12:07

$ R --version
R version 3.1.3 (2015-03-09) -- "Smooth Sidewalk"
