[ANNOUNCEMENT] Updated: emacs-24.3.93-3 [TEST]

The announcement below (re: pretest of emacs 24.4) is starting to confuse me.

When I run 
    cygcheck -c emacs emacs-X11 emacs-w32 emacs-el
I get
    Cygwin Package Information
    Package              Version        Status
    emacs                24.3.93-1      OK
    emacs-el             24.3.93-1      OK
    emacs-w32            24.3.93-1      OK
    emacs-X11            24.3.93-1      OK

And M-x emacs-version confirms that.

However, (1) last Friday's update of Cygwin included the first emacs updates I've seen in a long time (consistent with the announcement of new emacs packages a week earlier), (2) NEWS contains announcements about 24.4 and (3) I am seeing new behaviors.

FWIW The NEWS file has the following timestamps on it:
Modify: 2014-07-21 02:17:21.000000000 -0400
Change: 2014-09-19 16:17:11.000548800 -0400
 Birth: 2014-09-19 16:17:10.995548300 -0400

Do I have a mislabeled emacs? Are 24.4 updates in lisp packages being delivered? What's going on?
