terminfo and /usr/share/terminfo requirement

But not automounted within the cygwin1.dll initialization process.
Only /usr/bin and /usr/lib are.  At least with 1.7.32.

/usr/share doesn't exist unless /usr or /usr/share is mounted via
/etc/fstab.  /share does exist.
