* Updated to upstream 3.8.4.1 release. See:

* Two new Cygwin packages: "sqlite3-icu" and "sqlite3-zlib".
  They can be loaded dynamically by any application which
  wants to use those SQLite extensions. In sqlite3.exe this
  can be done with ".load icu" resp. ".load zlib". See:
