RPM 4.11.1-1 fails on Cygwin 1.7.27-1 and -2

I am replying to my own report to provide closure to 
the issue I was experiencing.

Thanks to *Christian* and his response to another issue 
related to popt in 
http://cygwin.com/ml/cygwin/2014-01/msg00148.html, I 
found that RPM v4.11.1-1 works with popt 1.16.1 
installed (via a new setup.ini and package updates).  
Originally, I still had libpopt0 1.6.4-4 installed as 
the RPM dependency from my previous local download 
where setup.ini did not include the change for the 
(now) obsolete libpopt.

One can glean a lot reading this list ... my sincere 
thanks to all you contributors!
