create root user question

This is 11 years old, pre-Vista, pre-UAC.  Don't create a root user.  It
just doesn't make sense under Windows.  Use the administrative accounts
which already exist, or use the cyg_server account created by various
scripts in the distro to start services required the right to switch the
user context.
