CALL FOR TESTING: Cygwin 1.7.18

I just uploaded a new snapshot to deal with this issue:

I'd appreciate testing of the newest snapshot since this change involved
low-level signal code.

As usual, if you do encounter a problem, simple test cases are
appreciated.
