Octave 3.6.4 and 3.6.2 - urlread failing to load file

I've attached cygcheck output as described. I've run mkpasswd >
/etc/mkpasswd and now see:

$ ls -l /usr/lib/octave/3.6.4/oct/i686-pc-cygwin/urlwrite.oct
-rwxr-xr-x 1 admin None 106510 Feb 23 08:38
/usr/lib/octave/3.6.4/oct/i686-pc-cygwin/urlwrite.oct

however urlread still gives the same error.

I've worked around this problem now and so this is just for information.

Thanks,

Partha
