Moved from test to current and removed 9.2.2-2 that will crash on 1.7.18

Modified building toolchain to avoid the usage of dllwrap
This avoids the segfault of psql after rebase
reported on latest cygwin snapshot (future 1.7.18)

ADVISE for major version UPGRADE

backward compatibility of all stored data. A dump/reload of the
database or use of the pg_upgrade module is required for major upgrades.
