Try this (with CYGWIN=winsymlinks:nativestrict):
$ mkdir zoo
$ touch zoo/foo
$ ln -s zoo/foo zoo.x
$ ls -l zoo.x

expected result:
lrwxrwxrwx X YYYY ZZZZ AA BBB CC HH:MM zoo.x -> zoo/foo

actual result:
lrwxrwxrwx X YYYY ZZZZ AA BBB CC HH:MM zoo.x -> foo

happens at least when name (minus extension) of the symlink is the same
as the name of the first component (i.e. directory name) of the target.
