For ssh, have you seen e.g.

? I haven't done that in a long time, but have
used cygrunsrv to run a buildbot server in cygwin for some time.
The line I use to create a service is:
# Must use "run as administrator" to run the cygwin terminal
that runs this script!
cygrunsrv -I buildmaster-$projname --path /bin/sh --args
"$SRC/bmaster.sh run $projname"
I didn't have to do anything funny with networking.
