the base address seems very low

$ rebase -si |grep cyggcc_S
/usr/bin/cyggcc_s-1.dll  base 0x64650000 size 0x0001f000

likely some other DLL is using the expected space for cyggcc_s-1.dll
in the 0x6xxx0000 adddress range.
