clean cygwin install sshd crashes

More info, adding -e to the command line of the service I get the following
in /var/log/sshd.log:

Server listening on :: port 22.
Server listening on 0.0.0.0 port 22.

I've tried by /bin/rebaseall and /bin/peflagsall no difference :(

To confirm OS is Windows Web 2008 R2
