Missing /usr/lib/libcurl.la in libcurl-devel-7.27.0-1

it could a upstream decision.
There are several discussion about the not need of *.la files

As the package provide /usr/lib/libcurl.dll.a

it is possible to link anyway, you need just to configure
again the package to detect the change.
