You missed some important bits:

i.e. You can't start ash or dash from a Cygwin shell or terminal.

>      Execute ash (or dash) from Start/Run... or a cmd or command window.
        ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
Run ash from here _after_stopping_all_Cygwin_processes_and_services_.

>      Execute '/bin/rebaseall' from ash (or dash).
