How to revert to older Cygwin1 dll?

That's generally not supported. You could try the Cygwin Time Machine
(google for it). Alternatively, if Cygwin 1.5 meets your needs:
http://www.cygwin.com/win-9x.html
(you can install it alongside 1.7), or try MSYS.
