Reverting back to rcs-5.7-11.tar.bz2

Cygwin RCS version < rcs-5.7-11.tar.bz2 > does not seem to have a bug introduced in < rcs-5.8-1.tar.bz2 > which sometime results in truncation when checking out a large file.
