tirpc broken in cygwin 1.7.10

That was caused by a newlib typo which caused the contents of
/usr/include/rpc to be deleted. I've checked in a fix and generated a
snapshot which now includes the missing files from that directory.
Maybe we should consider a 1.7.10-2 release to fix these header file
issues.
