what about using the cygwin libiconv ?

$ cygcheck -f /usr/lib/libiconv.la
libiconv-1.14-2

To successfully port a software to multiple platforms, I suggest you
to use Autoconf/Automake and use standard test to verify your dependency

     http://ftp.gnu.org/pub/gnu/libiconv/libiconv-1.14.tar.gz
     http://zlib.net/zlib-1.2.7.tar.gz
     http://www.openssl.org/source/openssl-1.0.1c.tar.gz
     http://www.sqlite.org/sqlite-autoconf-3071300.tar.gz
     ftp://xmlsoft.org/libxml2/libxml2-2.8.0.tar.gz
     ftp://xmlsoft.org/libxslt/libxslt-1.1.26.tar.gz
     http://curl.haxx.se/download/curl-7.26.0.tar.gz
     https://rvm.io/src/yaml-0.1.4.tar.gz
     http://ftp.ruby-lang.org/pub/ruby/1.9/ruby-1.9.3-p194.tar.gz

Please also look on existing cygwin packages at
http://cygwin.com/packages/
and install the relative devel packages
