Version 1.0.7.15 of
    TeXmacs

has been uploaded for cygwin

DESCRIPTION
GNU TeXmacs is a free wysiwyw (what you see is what you want) editing
platform with special features for scientists. The software aims to
provide a unified and user friendly framework for editing structured
documents with different types of content (text, graphics, mathematics,
interactive content, etc.). The rendering engine uses high-quality
typesetting algorithms so as to produce professionally looking documents

CHANGES
This is the first 1.0.7.x release for cygwin

The main improvements with respect to TeXmacs-1.0.6 are:

     Improved Scheme sessions and syntactic highlighting of Scheme programs.
     Improved tool for drawing graphical pictures.
     Basic CJK support.
     Replacement of Proclus plug-in by integrated linking tool.
     New plug-ins for Cadabra, Feynmf and Sage.
     The default graphical interface of TeXmacs is based on the
     Qt toolkit instead of the classical X11 system
