m4 1.4.16-1 doesn't seem to work

Hi Eric, thanks for getting back.

The cygcheck m4 1.4.16 looks normal to me.

maruti[8.2.x]: cygcheck /usr/bin/m4

      C:\WINDOWS\system32\KERNEL32.dll

(no output)

For m4 1.4.15 on the other hand, I get
