xconfig: No such file or directory

After seeing that ATLAS building wasn't that hard,
I re-build it over build lapack:

===============================================================================
../configure --with-netlib-lapack=/cygdrive/c/cygwin/usr/local/lib/liblapack.a
-------------------------------------------------------------------------------

with happy ending.

Now I'm ready for numpy
