Slow performance Win7/64

The process are failing to fork with rare rate. (with make -j 10 command)
although i'm using cygwin with CFLAGS=-O4 -fomit-frame-pointer and 
disabling all {cygheap,....}_CFLAGS. but in most occasions it works fine.
