git gui and gitk fail to start on cygwin updated 8/25/2011

That's your problem.  As Marco points out, you're using Cygwin Ports,
which provides a *NIX/X11 version of tcl/tk.  Install the xinit package
and its dependencies to get the Cygwin/X server and the means to easily
start it.
