Get Process Explorer from sysinternals (now Microsoft:
http://technet.microsoft.com/en-us/sysinternals/bb896653).
It allows you to search for in-use files and handles. If cygwin1.dll
is not loaded in any executable, that's a pretty good indicator that
no Cygwin process is running.
