perl.exe has wrong base address (was Re: git-svn hang starting with 20110721 snapshot.)

That is an error in my perlrebase script. Locally I already fixed it.
I'll also rewrite it to use rebase -s with our user-installed site_perl dll's.

Now that rebase 3.0.2 is almost ready I'll roll a perl-5.14.1-1 after that.
