cygwin 1.7: why there is a directory E/cygwin/dev in the tree of cygwin ?

Hi,

I have installed cygwin 1.7 in e:\cygwin1.7
After installation, there is a "strange" directory :
  /E/cygwin1.7/dev/ (posix path)
  E:\cygwin1.7\E\cygwin1.7\dev (win32 path)

What is the role of this directory?
Is it important?
