So you've apparently somewhat unsuccessfully installed 1.7.1 over 1.5.25.
Use the current 'setup.exe' at <http://cygwin.com/setup.exe> to reinstall
your environment.  *Don't* use a cached version of 'setup.exe'.  You need
version 2.677.
