Cannot reproduce.
You need libgd-devel of course.
Then perl Makefile.PL && make works fine for me.

make test fails at test 10, but this error is bogus.
It's comparing the generated jpeg to a stored jpeg, the generated jpeg 
is perfectly fine.
make install is fine.
