bind-9.7.1-1 tools failing with cygheap base mismatch

  Some of the executables in bind-9.7.1-1 (dig, nslookup, host) fail 
with an error like this:

       1 [main] dig 5984 C:\cygwin\bin\dig.exe: *** fatal error - 
cygheap base mismatch detected - 0x612397D0/0x8297D0.
This problem is probably due to using incompatible versions of the 
cygwin DLL.
Search for cygwin1.dll using the Windows Start->Find/Search facility
and delete all but the most recent version.  The most recent version 
*should*
reside in x:\cygwin\bin, where 'x' is the drive on which you have
installed the cygwin distribution.  Rebooting is also suggested if you
are unable to find another cygwin DLL.

I have searched for stale cygwin DLLs (there are none); ran rebaseall; 
and also tried reinstalling bind-9.7.1-1 but this problem persists.

I downgraded to bind-9.6.0_p1-1 and its executables are working. So I'll 
just stay on that version for now. The attached cygcheck output was 
created when 9.7.1-1 was installed.
