Setup.exe crash while uninstalling libintl8 0.17-1

setup.exe version 2.573.2.3
Unhandled exception at 0x004f42cb in setup.exe: 0xC0000005: Access violation reading location 0x0154fdf0.

This started happening after I noticed some security software blocking cygwin's operations.  the security software has been disabled, but the problem persists.  I can mark libintl8 as 'keep' and install other software without a problem.

Perhaps reinstalling the same version (bypassing the uninstall step) will bring the package back to an upgradable state?
