[1.7] HOME directory is always /tmp

Have you downloaded a new version of setup-1.7.exe recently?  There was
a bug (that I introduced) in this version which set HOME to /tmp during
installation.  I don't know if this version was ever released but, if
it was, it may have caused this problem.
