How to run GNU Emacs from Windows icon

And, to head off the next question, I think the 
ancient-but-still-current version of emacs-X11 needs libXaw7 
(http://cygwin.com/ml/cygwin/2009-05/msg00619.html).  Can someone add 
that to the requires line?
