Stuck trying to reinstall Emacs 23.0.92 and setup dying each time

Sorry, but I don't have a clue why that file is corrupted.  Could this 
be http://cygwin.com/faq/faq.using.html#faq.using.bloda?  Here's a 
recent example where that was suspected, but I don't know if the poster 
ever solved the problem:
