1.4.9-2 gnupg gpg.exe has stopped working

Vista Premium SP1 all updates

Installed using Latest Cygwin DLL release version is 1.5.25-15

Install tested a number of times with:
A User that is also an administrator
The "hidden" Administrator
Using Run As Administrator
Renaming setup.exe to foo.exe
etc.

I want to verify the signatures of files
but gpg says "stopped working".

If I right click gpg.exe in cygwin/bin
and Run As Administrator it reports
the following error:

gpg.exe - Unable To Locate Component
This application has failed to start because
cygminires.dll was not fouund. Re-installing
the application may fix the problem.

Looking at cygwin.com/packages indicates
minires 1.02-1 is needed and
setup.exe shows libs/minires 1.02-1
as checked and installed.

cygcheck.out attached

(and it does say Windows Longhorn/Vista
not yet supported!)
