This one was resolved AFAICS.

And there's a hint in this one.

Common causes for this kind of complaint are:

   1. <http://cygwin.com/acronyms/#BLODA>
   2. Problems with DLL load collisions.  In this case, install the "rebase"
     package and read and follow the instructions in the README under
     /usr/share/doc/Cygwin.
