where is my "/usr/dict/words" or "/usr/share/dict/words on cygwin? (1.7)

Because no-one has volunteered to package it? Certainly I can't find
it in the package list, either on 1.5 or 1.7. Perhaps you'd previously
copied it manually from elsewhere?
