git-svn does not work

I don't want the installation of basic git to drag in subversion (after
all, if all you use is git, it seems odd to depend on another vcs).  So
instead, I'll be splitting git-svn into its own package, which does have
the right dependency.  I don't use git-svn myself, so you'll have to
double-check my results.
